Litter (and stry dogs!) is a tremedous problem here... partly in cause of the fact (at least to my untrained eye) there is no respect of "public property" and no education that we're "all in this together." This sign says "Keep Clean, Be Civilized." There seems to be a growing trend towards realizing that a lack of civility has deep and far-reaching ramifications.
